Monroe's Winter Dog Park Keeps the Fair Park's Calendar

When the City of Monroe announced a maintenance closure at Wiggly Field for Tuesday, October 20, its notice offered one alternative. That alternative was the Winter Dog Park at the Evergreen State Fair Park. The same arena is the city's off-leash answer for the whole winter. From now through the end of February, Monroe's off-leash time happens under the roof of Judging Arena #606, and that arena sits inside a venue with one of the busiest event calendars in the county.

The covered park runs on dates set by the Fair Park, and the closure list proves it. Most closures fall on holidays. The longest one runs four days in early December, when the grounds host Holiday Spark. A dog owner who follows the Fair Park's calendar will rarely reach a locked gate.

A fence built to let the river through

Volunteers and the City of Monroe built Wiggly Field in 2009 at the south end of Skykomish River Park. It covers about 2.5 acres and includes agility equipment, shade trees and a small covered shelter.

The fence explains what happens in winter. An 8-foot chain-link fence runs along the north side. The other sides have a 4-foot split-rail fence, with wire mesh added in summer to keep small dogs inside. The city says it chose the lower fence on purpose so it could survive the Skykomish River's winter flooding, roughly October through April, with lower costs and less damage.

So the river-park dog area was designed for a season when the river comes into it. The covered arena at the Fair Park handles the other half of the year.

Getting into Arena #606

The Fair Park and the City of Monroe run the Winter Dog Park as a partnership. It is an off-leash area under the roof of the Judging Arena, across from the Event Center. Getting there takes three steps:

  1. Turn onto Cascade View Drive from U.S. 2.
  2. Park in the yellow parking lot.
  3. Walk your dog to the arena on a leash. Leashes are required everywhere outside the off-leash area.

The city lists the season as October 5, 2026, through February 28, 2027, from dawn to dusk, with dates subject to change. The event header on the same page shows 10 a.m. to 6 p.m. and an October 2 start. If you plan to visit near dawn or late in the day, check the Fair Park's Winter Dog Park page first.

The arena rules differ from Wiggly Field's in ways that matter for some households. At the arena, owners must stay present and keep voice control, dogs need current vaccinations, and dogs in heat may not enter. Owners also bring their own drinking water. The puppy rule is the biggest difference. Wiggly Field turns away puppies younger than four months, but the winter arena turns away puppies younger than six months. A puppy that turned four months old this fall can use the river park but has to wait before using the covered arena.

The closure list, set against the Fair Park calendar

Here is the winter laid out by date. Every closure comes from the city's posted list. The events come from the Evergreen State Fair Park's calendar and the Evergreen Speedway schedule.

Jan. 18, 2027 Closed, Martin Luther King Jr. Day
Feb. 18, 2027 Closed, listed as Presidents Day

Several dates in the table are worth a closer look.

The Whidbey Island Kennel Club show runs November 13–15, with all-breed, obedience, junior showmanship and AKC Rally events, and those dates are not on the closure list. A weekend with a large dog show on the grounds is a good time to arrive expecting a full parking lot and a calm, leashed walk to the arena.

The November 20–22 closure starts on Friday. Oddmall's CREEPSMAS, marked with new dates on the Fair Park calendar, is listed for November 21–22 in the Event Center. Evergreen Speedway has an Auto X event on Sunday, November 22, from 9 a.m. to 6 p.m. That Friday is the closure date people are most likely to miss.

Two holiday entries need a quick check before you go. The Christmas closure on the city's page still shows December 25, 2025. The page also lists February 18, 2027, as the Presidents Day closure. Confirm both dates on the Fair Park's page before Christmas week and the third week of February.

Holiday Spark week

The four-day closure from December 3 through December 6 is the longest stretch on the list. During those days the grounds host Holiday Spark, now in its third year. The event has vendors, lights, warm food and drinks, live entertainment and scheduled "snow" flurries. Entry is free and parking costs $5. Pony rides and carriage rides cost extra, and the 2026 listing does not give prices for them.

That week, the Fair Park listing gives the hours as one span, 5:00 p.m. to 3:00 p.m., across the four dates, with no day-by-day schedule. Plan dog exercise somewhere else from Thursday through Sunday.

Fenced backups when the arena is closed

On closure dates, Snohomish County runs two fenced off-leash parks that are useful to know.

Willis D. Tucker Park has three separate fenced areas: a 6-acre meadow, a 1.25-acre forest area and a 0.20-acre area for shy dogs. The main dispenser on the dog hydrant is turned off in winter, but a frost-free spigot works all year.

Tambark Creek Park, near Mill Creek, has a fenced 1.5-acre off-leash area. The nearby restrooms are winterized and closed from November through March.

Willis D. Tucker's shy-dog area is the closest match to the covered arena for a nervous dog. Tambark Creek's restroom schedule matters on Thanksgiving weekend, because that closure falls inside its November-through-March winterization.

A winter routine built from the two calendars

Here is a practical way to plan the season:

  • Before Thanksgiving week: The arena is open except November 11 and November 20–22. Plan around the Friday, November 20, closure.
  • Thanksgiving and Holiday Spark: The arena is closed for two Thanksgiving days, November 26–27, and for four Holiday Spark days, December 3–6. Those six days go to Willis D. Tucker or Tambark Creek.
  • Mid-December through February: The arena stays open for the Artisans Holiday Fair and the December 19–20 weekend. Confirm the Christmas, January 18 and February 18 dates before you go.
  • After February 28: The arena season ends, and Wiggly Field becomes the off-leash option again once the Skykomish allows it.

The covered arena's last scheduled day is Sunday, February 28, 2027, and the city's list closes it for the season after that date.
